2009 Business Friendly Bills Advanced by Rep. Thom Tillis

 

Bill Short Title Explanation
H1180 Consumer Choice and Investment Act of 2009. This deregulation measure creates a level playing field for all players in the telecommunications industry. 
H1490  (= S831) Land Development Permit Changes. This measure provides relief to people who have been granted development agreements or development permits by a county.
H323  (= S729) Prevent the Theft of Scrap Metals. This legislation significantly increases the tools available to law enforcement to reduce theft of scrap metals, which is a major problem in the development industry.
H1252  (= S1004) Level Playing Field/Cities/Service Providers. Though we fell short of our goal to limit unfair advantages of government-owned broadband providers, we gained ground in sending a clear message that North Carolina does NOT want to "nationalize" this industry and have government compete with private enterprise.
H869  (= S1057) Sales Tax Incentives for Certain Plane Parts. This bill supports the economic development priorities in North Carolina, and improves our position to bring jobs to the state.
H1595 Malt Beverage Special Permit. The free-market measure extends the same option to the beer/malt beverage industry that already exists for wine makers.  Retailers and microbreweries across the state will have expanded options for selling their products.
H911  (= S647) Amend CPA Laws/Practice Privileges. This common sense bill streamlines the rules governing the CPA profession and make doing business easier in North Carolina.
H979  (= S1007) Amend Home Inspector Licensure Laws. This bill helps reduce inconsistency in a vital component of real estate transaction.
H1229  (= S909) Sales Tax: Reliance on Written Advice by DOR. This bill provides added certainty for businesses concerned with future interpretations of the Department of Revenue regarding tax matters.
H1431 Repeal Land Transfer Tax. For as long as I am in the legislature, I will work to repeal this tax.  You would think this an easy task given that every referendum has failed to date, but the threat exists.
H1478 Design Professional Seals/Public Records. This is another measure focused on increasing efficiency and reducing costs.
